What’s Open, What’s Closed & What You Should Know

Louis Riel Day — Manitoba’s statutory holiday honouring the Métis leader — is Monday, February 16, 2026. Winnipeggers should expect many changes to regular schedules across the city. Holiday hours are especially important for planning errands, celebrations, and family outings.

📅 Government Services & Public Offices

  • Civic and provincial offices, including City Hall and administrative services, are closed.
  • Federal government offices remain open, and mail delivery proceeds as usual.
  • Canada Post outlets operated inside private businesses follow host-business hours.

🚌 Transit & City Services

  • Winnipeg Transit operates on a Sunday schedule.
  • Recycling and garbage collection proceeds as scheduled for Monday routes.

4R Winnipeg Depots & Landfills

  • Brady Road Landfill (Commercial): 5:30 a.m. – 6:00 p.m.
  • Brady 4R Depot (Residential): 8:00 a.m. – 6:00 p.m.
  • Pacific & Panet 4R Depots: Closed.

📚 Libraries, Recreation & Leisure

  • Winnipeg Public Libraries are closed. Digital services remain accessible.

Indoor Pools

  • Pan Am Pool: 10:00 a.m. – 2:00 p.m.
  • Margaret Grant Pool: 1:00 p.m. – 5:00 p.m.
  • Cindy Klassen Recreation Complex: 2:00 p.m. – 6:00 p.m.
  • All other pools are closed.

Leisure Centres & Arenas

  • All City leisure centres and arenas are closed.

🛍️ Shopping & Retail

  • CF Polo Park, St. Vital Centre, Kildonan Place, Garden City Shopping Centre, Outlet Collection Winnipeg: 11:00 a.m. – 6:00 p.m.
  • Grant Park Shopping Centre: 12:00 p.m. – 5:00 p.m.
  • Liquor Marts: Most Winnipeg locations open 11:00 a.m. – 6:00 p.m. True North Square location is closed.

🛒 Grocery Stores & Major Retailers

  • Walmart: 7:00 a.m. – 10:00 p.m.
  • Superstore: 7:00 a.m. – 10:00 p.m.
  • Costco: Closed.
  • IKEA: 10:00 a.m. – 6:00 p.m.

🐾 Animal & Cemetery Services

  • Animal Services Agency is closed.
  • Brookside, Transcona, and St. Vital Cemeteries: Grounds open 8:00 a.m. – 4:30 p.m. Offices are closed.

  • Assiniboine Park Zoo: 9:00 a.m. – 4:00 p.m.
  • The Leaf: 9:00 a.m. – 9:00 p.m.
  • The Forks Market: 7:00 a.m. – 10:00 p.m., with live programming 11:00 a.m. – 5:00 p.m.
  • Manitoba Children's Museum: 9:30 a.m. – 4:30 p.m.
  • Manitoba Museum: 10:00 a.m. – 4:00 p.m.
